Abstract

The Shanghai Cooperation Organisation (SCO), established in 2001, plays a key role in shaping the political, economic and strategic order in Central and Eastern Asia. However, the outbreak of the war in Ukraine in 2022 exposed the organisation’s limitations arising from internal conflicts of interest among its members and its structural reliance on decision-making by consensus. This article examines the impact of the war in Ukraine on the SCO’s functioning – highlighting its institutional weaknesses, lack of a unified position and the growing power asymmetry between Russia and China. Special attention is paid to the responses of member states such as Kazakhstan, Uzbekistan, India and Pakistan, and their attempts to balance cooperation with Russia against diversifying their international relations. The war in Ukraine has acted as a catalyst for shifts in the balance of power within the SCO, which may ultimately determine the organisation’s future as a platform for regional cooperation.
