Abstrakt

Przedmiotem artykułu jest analiza wpływu pakietów zero-rating na zasadę neutralności sieci. Problematyka ta ma istotne znaczenie dla rynku usług telekomunikacyjnych i internetowych w UE. Efektem badań jest określenie: czy i na jakich warunkach dostawcy usług łączności mogą stosować pakiety zero-rating. Wykorzystując studium przypadku oparte na orzecznictwie TSUE, autorka rozważa relację istoty neutralności sieci i jej rolę w europejskim dziedzictwie aksjologicznym.
