Abstrakt

Infrastruktura jest niezbędnym, chociaż pośrednim, czynnikiem rozwoju gospodarczego I cywilizacyjnego, Ogromne tempo zmian wynikające z postępu technicznego i technologicznego wymusza wzrost inwestycji na infrastrukturę, a co za tym idzie wzrost zapotrzebowania na kapitał finansowy. Większość krajów nie jest w stanie finansować wysoce kapitałochłonnych inwestycji infrastrukturalnych z wysoce napiętych budżetów. Istotnym problemem jest znalezienie i zaimplementowanie uzupełniających źródeł finansowania, jak PPP, prywatne fundusze infrastrukturalne, specjalne fundusze publiczne czy obligacje projektowe. Celem opracowania jest zobrazowanie trudności w pozyskiwaniu finansowania inwestycji infrastrukturalnych we współczesnym świecie na tle rosnących potrzeb inwestycyjnych zakresie infrastruktury publicznej.. Opracowanie w formie przyczynku naukowego o dużym stopniu aplikacyjności ma postać przeglądu wykorzystującego literaturę przedmiotu, publikowane statystyki oraz prowadzone przez wiele lat własne obserwacje rynku finansowania inwestycji infrastrukturalnych, a jego głównym zadaniem jest wykazanie skali problemu nierównowagi między zapotrzebowaniem na inwestycje infrastrukturalne a potencjalnymi źródłami ich finansowania.
